The boundaries for Leavenworth County employees incorporate adjacent counties to include:
Wyandotte, Johnson, Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri.
Certain departments within the County may have more stringent requirements for residency such as the Sheriff's Department and Emergency Medical Services.
Any exception to this residency requirement must be specifically approved by the BOCC.
(Revised 04/21/05) SCOPE Provides administrative support to include clerical duties, documentation control, and business management to the Road and Bridge Department.
Capable of working under direct to general supervision with no supervision on general day to day tasks.
Maintains budget documents, preparation and processing of purchase requisitions, accounts payable and bookkeeping duties for the division and coordinates with the Department Office Manager for master reports and budget reports.
Capable of collaborating with Department Office Manager for overall administrative organization of the Road & Bridge Division.
Duties include but are not limited to the maintenance of the division accounting ledger, server file system, and documentation control.
Coordinates duties related to data processing and reporting of purchases, time, materials, and equipment costs for analysis with the Department Office Manager for review by Superintendent and department leadership.
Quality Control point of contact on department time sheets and payroll.
Answers telephones, monitors service requests, takes phone calls for division and department as needed, and greets incoming public.
PERCENTAGE OF TIME & ACCOUNTABILITIES 60% - Maintains files related to administrative duties such as accounting ledger, budget reports, supply orders, contractor coordination, and correspondence for superintendent and department leadership review.
20% - Performs receptionist duties and acts as a liaison to vendors.
10% - Coordinates timesheet and personnel items with Office Manager 5% - Monitors work order database 5% - Prepares and coordinates meeting spaces.
KNOWLEDGE AND SKILLS ( Required prior to employment) Knowledge of department and county policies, procedures, and budget process.
Knowledge of County's disbursement documents and associated payment procedures and distribution of forms and tax information.
Knowledge of county's finance system, account codes, vendor codes, and commodity codes.
Knowledge of Purchase Requisition and Purchase Order creation and purchasing procedures.
Knowledge of general accounting and budgeting processes and procedures.
Knowledge of timekeeping procedures.
Knowledge of database, spreadsheet, and other software that is typically utilized for administrative business, report generation, accounting and document preparation.
Knowledge of basic office equipment (i.
e.
copier, computer, etc.
) operation and care.
Skill in use of telephone etiquette and applying public relations techniques.
Skill in organizing and prioritizing a multitude of various work assignments.
Skill in composing routine correspondence, reports, letters, and memorandums using clear and concise English with proper spelling and grammar.
Skill in file organization, documentation control, and maintenance.
HUMAN RELATIONS Candidate will be capable of clearly communicating with staff and department leadership the status of bills, payments, and budget status.
They will be required to collaborate, take direction from and discuss process, protocol, and status of bills and payments with vendors and other departments such as the appraiser, treasurer, and clerk offices.
The candidate will be the main point of contact by phone, email, and in person for the Road & Bridge Division and must be approachable, cordial, and informed to assist the public, staff, and service vendors.
Candidate will be capable of screening information, calls, and messages accordingly to ensure the efficiency of the division is not lost or confusion of a service request is clarified prior to submitting or coordinating with the superintendent, technicians, or service contractors for work to be completed.
Takes direction from the Department Office Manager, Superintendent, and Department Leadership for the continued excellence in service and efficiency of the department.
ILLUSTRATIVE TASKS (This is not an inclusive list; other tasks/duties may be assigned.
) Prepares and processes Purchase Requisitions for review and authorization by the Department Office Manager.
Maintains the Purchase Order information as directed and supervised by the Department Office Manager, i.
e.
balances, distributes control numbers, provides vendors tax information, orders supplies.
Performs accounts payable and bookkeeping duties in a timely manner for division monthly payments, prepares and submits money deposits, and balances material information for review and approval by the Office Manager.
Maintains force tracking database though daily data entry as well as payroll and checking over daily log tickets of shop employees.
Generates reports for review by department / county staff.
Contacts vendors to collect information / schedule work orders / order parts and materials.
Prepares replies to correspondence for supervisor's or department leadership signatures.
Helps with monthly safety meetings.
Greets visitors, receives complaints and handles when possible or refers so that information is given in a prompt, courteous and accurate manner, and answers telephones and provides information to public.
Types, routes and files correspondence and forms.
Organizes and maintains paper and electronic files as applicable for Road & Bridge.
Prepares annual and monthly budget documents under the supervision of the Department Office Manager.
Assists vendors as needed at the County Shop.
MINIMUM QUALIFICATIONS Applicant shall have a minimum of 2 years of administrative experience steadily documenting growth in responsibilities and skills.
Applicant shall possess a high school diploma or equivalent.
Must be at least 18 years old and possess a valid driver's license.
Must meet requirements outlined in Knowledge and Skills section marked with an .
ENVIRONMENTAL DEMANDS Work is performed in a modern office setting with the requirement of lifting, pushing, pulling, and reaching as needed to complete the duties as described.
May be subjected to weather in times of delivering, assisting or inspecting as it relates to required duties.
ADA/PHYSICAL DEMANDS Must be adequate for typing on a PC, filing and reading a variety of documents, forms and letters.
Must be adequate for normal conversation and telephone communication.
Must be able to speak English clearly and clarify or give detailed facts and information.
