This vacancy is for a Human Resource Specialist (Recruitment/Placement), for a large, diversified, complex two-division VA Health Care System (HCS) located 65 miles apart. The Human Resources Specialist works with a variety of employees in both the competitive and excepted service to include General Schedule, Title 38, Hybrid, Title 38, Wage Grade and fee basis programs. Duties include but are not limited to:
Provides information to supervisors and managements on common recruitment options. Explains policies and procedures to customers, both internal and external. Screens candidates for basic eligibility and determines qualifications. Conducts training and makes presentations.
Gathers data on human resources programs for reports, studies and presentations.
Reviews the results of the selection process for regulatory compliance.
Evaluates positions to determine appropriate title, pay plan, grade and series. Advises managers on classification and position management issues. Composes simple memoranda and letters to applicants.
Processes and provides explanations of pay and compensation actions for different pay systems (such as Title 38, GS, FWS, Veterans Canteen Service, etc.) and a variety of positions, including those positions that require locality or specialty pay.

Experience:_ Applicants must have _One year of specialized experience equivalent to at least the next lower grade (GS- 09 )_ in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Recruiting, examining, selecting and placing employees.
Conducts workforce planning and analysis.
Provide managers and employees with information and interpretations of the agency's (Recruitment and Placement)policies.
Resolves difficult and potentially controversial internal and external staffing issues.
Provides technical guidance and oversight to junior staff.

_Education_ : Applicants may substitute education for the experience required for the GS-11 level. The education must be a PH. D.or equivalent doctoral degree _or_ 3 full years of progressively higher level graduate education leading to such a degree _or_LL.M. Major of study in human resources or a subject area related to the position being filled. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

_Combination of Experience and Education_ : Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 . For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. (TRANSCRIPTS MUST BE PROVIDED IF QUALIFYING BASED IN ANY PART ON EDUCATION).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyences may be required. Specific physical requirements include: Light lifting and carrying (under 15 pounds), reaching above shoulder, use of fingers, walking (1 hour), standing (1 hour), ability for rapid mental and muscular coordination simultaneously, and hearing (aid permitted).
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
GS-11: Candidates must have completed 52 weeks in aposition no lower than GS-9.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
