Program Analyst (Informatics)

The incumbent will serve as a health care professional who influences and adapts IT systems to drive management of the health system towards effectiveness and efficiency. Major duties include, but are not limited to:
Serving as the knowledge expert for the electronic health record and associated clinical software. Providing users and staff with consultative support and education. Consulting, advising and educating all levels of employees including the highest levels of management on methods and means to make health care operations more effective and efficient. Developing and/or overseeing the development of information related to patient care. Maintaining state of the art knowledge of changes in technology and clinical environment to identify, propose, formulate and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations. Providing relevant clinical and/or administrative data to identify, quantify, and resolve organizational problems. Improving efficiency and effectiveness of processing by utilizing knowledge of human factors, usability of redesigned health information systems, and knowledge of human physical and psychological barriers to usability. Guiding the evolution of clinical software and processes using creative and well developed interpersonal skills to achieve effective communication with the end users. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assist with resolving clinical software application errors reported by clinical staff, manage data in Veterans Health Information Systems and Technology Architecture (VISTA), and delivering clinical software training to end users. You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
