Administrative Officer

The primary purpose of the position is to serve as the Administrative Officer(AO) for the Business Office Service, at the Eastern Kansas Health Care System (EKHCS), which includes 2 medical centers and 8 Community Based Outpatient Clinics (CBOC). Duties include but not limited to:
Responsible for the coordination and monitoring of all Business Office Service administrative programs. Coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical and other administrative functions. Contributes to the definition of medical center vision, values, goals and action plans that support the Medical Center Strategic Plan. Contributes to the quarterly and annual report of the medical center's performance. Acts as a resource person in planning, reviewing, or revising policies and procedures that impact patient care and service policy. Oversees and facilitates the administrative management for the Business Office Service. Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Functions as an extension of the Chief, Business Office Service and professional staff, as well as other service lines, in explaining service policies and assisting staff in implementing them. Participates in regular meetings with leadership to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs. Serves as the Business Office Service Representative overseeing the full range of human resources requirements for the organization. Performs the full range of personnel administration for the Service with varied functions and activities. Administers and oversees all aspects of personnel management within the service. Generates documentation for the accomplishment of all personnel management actions. Assures completeness, accuracy and adequacy of documentation and alerts supervisors and employees when further action must be taken. Participates in the planning for budgeting needs and financial management for the Business Office Service. Assists with budget formulation, justification, and execution; financial management; and financial reporting. Aids in the management of procurement for Business Office. Prepares procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement records. Other duties as assigned. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination:
Applicants may also combine education and experience to qualify at this level. To qualify for a combination at this grade level the education must be beyond first year of graduate school, when combining with specialized experience. You will be rated on the following Competencies for this position:
