The Clinical Improvement Specialist/ HRO Champion RN (CIS/HRO RN) is directly responsible to the Supervisory Performance Improvement Manager, under the overarching supervision of the Chief of the Quality, Safety, & Value Department. The CIS/HRO RN is responsible and accountable for implementation, utilization, and evaluation of the High Reliability Swim Lanes. CIS/HRO RN is responsible for collaboration to develop and provide training on HRO principles, activities and cultural concepts to work groups, individuals and stakeholders. CIS/HRO RN drives high reliability within the organization in support of zero harm and is responsible for operationalizing high reliability concepts. CIS/HRO RN will work in collaboration with other high reliability positions to develop, implement, and ensure sustainability of HRO related activities that support Leadership Engagement, Continuous Improvement, Learning Organization, Culture of Safety, Change Management and most importantly Veteran and Staff Experiences. The CIS/HRO RN provides clinical leadership in the application of nursing process to client care, organizational processes and/or systems, improving outcomes at the program or service level. CIS/HRO RN nurse leads staff in the analysis of ethical issues, particularly those potentially undermining a culture of safety and the journey to zero harm. The CIS/HRO RN is responsible for High Reliability implementation in accordance with the established standards, directives, Veterans Integrated Service Network (VISN) guidance, and is consistent with goals of high reliability. Role responsibilities and accountabilities also include working with all levels of staff within the organization, including top-level management down to front-line staff. Must have the attitude that building the culture of safety, continuous learning and leadership engagement that are paramount and the foundation upon which safe operations are based. Such a culture takes time to build and requires constant nurturing and reinforcement to maintain. Must be able to work independently developing curriculum and conducting classes to support the work of High Reliability, such as Clinical Team Training, Lean systems, HRO Train the Trainer, etc. The CIS/HRO RN also uses professional standards of care and practice to evaluate educational programs and/or service activities. The CIS/HRO RN is responsible for assistance in developing and translating the policies, theories, and strategies into action within the complex interrelationships that exist related to high reliability, continuous process improvement, and culture of safety. The demonstration of knowledge and skills necessary to provide care appropriate to the age-related needs of patients served in the assigned area of practice. This knowledge includes understanding changes associated with aging and principles of growth and development relevant to the adult and geriatric population. Up to 50% travel expectation between campuses, with occasional travel to CBOCs to support clinical process improvement teams and projects, perform education or presentations on Just Culture, HRO, Clinical Team Training, or other clinical improvement or HRO related activities. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Experience:
Leading teams using Lean methodology; Green Belt trained in Lean/Six Sigma; Root Cause Analysis/RPIW or clinical deep dive experience; strong leadership and team building skills; comfort and poise in talking to large groups of front line to senior executive level staff; small and large group process management; and conflict resolution skills are preferred. RNs require visual acuity, keen hearing, clear distinctive speech and manual dexterity. This position requires potentially long clear distinctive speech and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, pushing, and lifting of at least 35 pounds on an occasional basis. Staff may be required to don protective equipment in isolation situations or operative/invasive procedures as part of their role in engaging in tracers, observations, performance improvement or other activities in support of the VAEKHCS CIS/HRO programmatic work. They may rarely be exposed to Veterans who are combative, secondary to delirium, dementia or psychiatric disorders while in patient care areas.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
