Supervisory Accountant

This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO). The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.Duties include but are not limited to:
Implements and manages all aspects of financial analysis and reporting on financial and accounting activities (in accordance with the Service Level Agreement) for the CPAC. Responsible for the success of accounting, reporting and financial analysis activities. Develops and maintains strong business relationships with others throughout the organization as well as externally. Designs systematic and ad-hoc financial, statistical and accounting reports. Provides management oversight, guidance and direction for monitoring information and analytical systems to evaluate and enhance the quality of professional accounting services provided to clients. Ensures delivery of services in accordance with the provisions of Service Level Agreements (SLAs). Monitors CPAC accounts and ensures necessary corrective actions are taken to reconcile discrepancies in both ad-hoc and systemic environments. Provides guidance, direction and leadership by interpreting rules, regulations and policies; establishing goals, objectives and long-range plans; monitoring and evaluating administrative activities; and recommending changes to enhance services. Designs, plans, schedules and conducts studies, training programs and organizational strategies to identify opportunities to improve customer service and quality. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 12 position you must have served 52 weeks at the GS- 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. And Applicants must also meet the Individual Occupational Requirements. A. Degree:
in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. the 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted generally as accountant and/or auditor.) (Transcript Required) OR B. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currently, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A/ and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience GS- 12:
You must have one year of specialized experience equivalent to at least the next lower grade GS- 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Implementing and managing financial analysis and reporting on Cash Management, First Party refunds, Claims Matching, pre-payments, and Refund reviews. Providing managerial guidance and directions to a Full-range of activities involved in analyzing the fiscal position of Clients. Ensuring end to end ownership and success of accounting, reporting, and financial analysis. Overseeing and directs the development and maintenance of complex automated subsystems to produce accounting and financial information. Monitoring accounts and ensuring that necessary corrective action is taken to reconcile discrepancies in both ad-hoc and systematic environments. Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
